Thank you for posting this question.
The internal details of overcurrent protection are TI proprietary protected information. The current flow through each MOSFET, low-side and high-side is continuously monitored and if any of these (including low-side for example an output OUTx shorted to VM supply) current exceeds IOCP for > tOCP an overcurrent is detected and the gate drive for both low-side and high-side FETs for that HBx are internally disabled.
