MCF8316A: Is it suitable for small joint motor control?

I'm using the MCF8316A to drive a joint motor. In my application, the motor's rotation range is limited, only about 10 revolutions. I'd like to implement a closed-loop speed control scheme, but the MCF8316A's motor-driving system undergoes an open-loop phase before entering closed-loop. During this phase, the motor rotates about 3-4 revolutions, resulting in poor control. I'd also like to implement low-speed control, but when the reference speed is low, the motor stops and displays the error: ABN_BEMF,MTR_LCK. Is there any improvement possible? Is the MCF8316A suitable for my application?

Here are my motor parameters:
Number of pole pairs: 1
Phase resistance: 8.4 ohms
Phase inductance: 0.05 mH
BEMF constant: 19
Rated voltage: 12 V
Rated current: 0.5 amps
Maximum speed: 600hz
