The Stellaris kit (your first option) should be suitable for vector control.

My MSc thesis is vector control of asynchronous motors.. therefore i want to buy this kit... Other development kit is very expensive (599$) and there is no ac ind. motor... The cost  for AC induction motor : 299$... http://www.ti.com/tool/hvacimtr

Totally : 599$+299$ =898$... The first one 379$ and it has ac ind. motor....

Even thought the Stellaris kit does not specifically say FOC, the microcontroller is capable of running FOC algorithms. The board includes sense resistors and amps for measuring all three phase currents. There is also an included tachometer for measuring speed.

The motor does have a built-in tachometer.
