Anurag,

Not sure how this relates to motors, but there are many discrete circuits (555 timers, counters, etc.) that can be used to "frequency divide" a signal.

Hi. Cyclonconverter is an older technology and even though you do not refer your application, I think it is better to look for 'frequeny converters' ICs which is more sophisticated and easier to build. You may also need a final power stage depended on your application.
