TI generrally prefers low side current sense in evaluation boards.
Is it better to use low side or high side current sense (from motor phase)?

Low side current sense is preferred to get best solution in terms of cost and less noise. Motor phase sensing comes with high common mode noise which requires costly Hall-sesnor or other isolated sigma delta current sensors such as AMC130x to remove the common mode noise from sensing.
High side sensing is used in High voltage (typically 300V and above) and at higher power such as AC drives in 10s of kW range, in such system cost of current sensing is small compared to over-all system cost. Most of TI EVMs are target for low voltage segment within 48Volt/1kW, in such system addtional cost due to current sensor is not justifiable therefore TI's EVMs uses low side current sensing to give cost -efffective solution.
In fact HV motor control kit also uses low side current sense.
