Does PWM affect max torque of motor?

I have referred a few posts saying, "Lowering PWM duty cycle cannot lift my robotic arm" and even faced such situations myself. I understand that : RPM varies with voltage and Torque varies with current through the coils of motor. PWM changes the voltage but what about the current through the motor? Does PWM reduce the max torque of motor? How?

    Changing the duty cycle can affect the current through the motor. This can depend on the decay mode when PWM'ing. If coast mode is used the average current is less than brake mode when PWM'ing.

    If you have a current probe, you can see the effect of this.
