My server FAN max speed is 620Hz ,2A, VM=12V at 120° Commutation PWM mode,
When I use Clock Frequency Mode to implement speed closed.
Fclkin=100Hz start up is ok, then increase to 600Hz ok.
But setup Fclkin>=300Hz start up always fail.
When speed increases/decreases not smooth and Speed oscillation is obvious.
Any suggestion?

The 2nd question is that the VM (12V) has a very high regenerated-voltage as below picture when FAN's speed decreased (ex: 300Hz to 200Hz).
Why? how to avoid it happen?
