I require that the enable pin responds 100% of the time, with the mod's suggested can this requirement be met?

I'd like to know more about the original issue you are having. Specifically, what do you mean by "switching the relay is intermittent?" Does the relay open and close randomly, or does it inconsistently close when power is applied? I had assumed this was due to the peak current setting being skipped. It would be helpful to have the solenoid current waveform to diagnose the issue.
If you are able to test the modification on your board, I would recommend doing so and seeing if it solves your issue.
We recently had an E2E question which describes a similar issue someone was having. The solenoid randomly opened after the DRV120 powered on. The solution was to replace the commutating diode with a fast-recovery diode. See more details here:
