Occasional start failure of brushless motor

My motor parameters are as follows

Nominal voltage                24V

No load speed                  60900rpm

Nominal torque (max. continuous torque)       23mNm

Nominal current (max. continuous current)     6A

Terminal resistance                                              0.16Ω

Terminal inductance                                              17uH

As long as the motor starts with a slight load, it can't start occasionally. The probability is 5%.

I found that the startup is related to the following parameters. The reliability of startup is different with different values.

How to plan the above parameters to make the motor start reliably with load?
