DECAY -- Pin 24
Please refer to section 7.3.6 for Details about pin 24.
Basically, the DECAY pin is used to regulate the current. Many applications use Slow decay for increasing and Mixed decay:30% for decreasing, but the actual DECAY setting may be depend on the stepper motor and VM.
TRQ -- Pin 23
Please refer to section 7.3.4.
The TRQ pin is a scalar that adjust the full scale current. This can be used when the stepper motor has stopped and less torque (current) is required to hold the motor in place. An example would be setting the TRQ pin to 0 when the motor is moving and to 1 when the motor has stopped.
Yes, you can connect the DECAY and TRQ pins directly to VDD and GND. Please note the recommendation to connect the pins to DVDD in section 7.3.9 if the input is permanently tied high.

Correct. Connect a 15kOhm resistor from Pin24 to GND.
