Hi,
To tune the DRV10983-Q1 I would refer to the following users guide http://www.ti.com/lit/ug/slvuav9/slvuav9.pdf . This should get your motor spinning. Now for the spec'ed RPM for duty cycle. The motor speed is the dependent output of the motor system your motor speed will be dependent on a number of variables not just duty cycle. These variables are how efficiently you are driving your motor, what load the motor is driving, what is the motor voltage, and the duty cycle. The more efficiently you are driving the motor the higher speed you will get out of the motor. If you follow the users guide you should be able to drive the motor the most efficiently. if there is a high load on the motor the motor will spin slower vs the motor without the load at the same duty cycle. you can spec RPM vs Duty cycle rates if the motor is tuned correctly and the motor load is known and does not change. From your graph is shows that you will not be able to match the spec'ed RPM for the duty cycles from 0% to 30%. This is why in most applications people will use their MCU to add a speed control loop into the system.

What I would suggest in a system like this is that you can characterize the duty cycle vs motor speed which you have done and then use some sort of look up table on the end customers system to set the duty cycle to the desired motor speed. For example if the end customer wants to drive the motor at 1500 RPM the MCU looks up the duty cycle corresponding to that RPM which is 50% at 12V and then applies 50% duty cycle.
