My customer would like to set I[4-0] as 100% fixed.
Can my customer connect V3P3OUT to I4-0 directly without inserting pull-up resistors?
I know I[4-0] is internally pulled down, but just want to make sure.

Yes, I[4-0] can be connected directly to V3P3OUT without inserting pullup resistors.
One consideration is that I4(pin 27) is next to GND (pin 28). If pin 27 shorts to pin 28, V3P3OUT is now shorted to GND.
For that reason, please consider using a 1k pullup resistor to connect I[4-0]. This will limit the current in the event of a pin to pin short.
