Yes, you will need an an inverter (control & driver) to spin a BLDC motor. (This white paper may be insightful to compare single-phase ACIM to BLDC)
1) You can rectify 230V AC and drive the motor with a high-voltage inverter (i.e. a system like this EVM)
2) You can drop 230V AC to 48V DC and drive the motor with a low-voltage inverter (i.e. a system like this EVM)
