Phase currents on start of motion in FOC

I am referring to the TI application note e2echina.ti.com/.../Implementation-of-a-Speed-Field-Oriented-Control_5F00_PMSM_5F00_SPRA588.pdf 

and the page i am referring to is 15,  start of the motion. As of now it is very limited question in step1: it is required to set Isdref=0; Isqref=Iqrinit (=Inominal). So, it is assumed that we have done the FOC by this time, i mean 

a. we have read the phase currents Ia,Ib,Ic , this is were my question comes, at this instant the motor is standstill condition, then what value does Ia,Ib,Ic read? Will they all not be 0 Amps?

b. Next i need to do clarke and park transform. 

But please clarify me on the question of point a.
