TPS2663: PGOOD Delay Time

I'm using the TPS26631 in a new design.  What is the delay time between when the PGTH threshold (~ 1.2 V) is crossed and the PGOOD signal becoming active High? 

I see the PGOOD Delay (Deglitch) Time spec (Tpgoodr) is typically 1.3 mS on the rising edge.  Is this when the PGOOD signal should become active, or just a delay to verify the PGTH threshold is still above 1.2 V?

I'm seeing closer to 10 mS delay between my PGTH threshold crossing 1.2 V and the PGOOD signal becoming active High and I want to verify the timing of these signals is correct because I had initially assumed the PGOOD signal would transition High after the 1.3 mS deglitch time expired which is not the case.
