I use LM73606 for automotive application. Due to the safety concern, does LM73606 have Vout voltage protection if Vout over or under (+10%)
Ex: Vout 3.3V

Yes the device have Output Overvoltage Protection as shown on the Electrical Characteristic table of the datasheet

My PGOOD pin is only pull high instead connected to another pin. You mean that if will "shutdown the chip" or retry if the FB pin occuring +-3%?

If the FB pin occuring +/-3% then the part will keep on switching since it is below the threshold to engaged either OverVoltage or UnderVoltage condition

For +/- 3% --> The output will still be switching
For +10% --> Overvoltage case, The output will not be switching
For -10% --> Undervoltage case, The output will be switching at maximum duty cycle
