My customer saw some design that Pin:11, Pin:12 Vdd and Vdd1 are bypassed to PGND instead of VSS.
Which ground plane is more suitable for VDD pin from IC level perspective? PGND or VSS or either one?

Thank you for your question.
On a high level, VDD is used to provide power to the PoE PD whereas VDD1 is used to provide power to the PWM controller.
For the VSS plane and PGND plane layout, we go over this in detail in the app note here: https://www.ti.com/lit/an/slua469/slua469.pdf
I recommend you take a look at Figure 1-3 and Figure 1-4 and let me know if you have any more questions about this.
