The LTE bit of Bq33100 device is not setting to 1 as a result the P-FET is not controlled automatically. There is no bit set in safety resistor. what could cause this condition?

Also, would like to know if the FC is set, then does the CFET turn off automatically? or the CFET is turned off only during discharging or when there is a fault detected?

This thread got dropped from my view and i am very sorry. The reason there in no DSG FET is because there is no safety needed on the lower voltages for capacitors. You can discharge them to 0 and be safe.
the bq33100 has protection for Over Voltage, Over temp, and over charge.

1. During charging, Does the CFET turn off automatically after FC bit set?
2. When does LLEN pin go high, my CL bit is high but LLEN does not go high at all even after FC is set in learning mode. I have tries activating it forcefully, still it does not go high.
3. At first startup, do we have to manually control the CFET so that it starts charging and the VCCPACK goes > Vstartup? Because until this happens the BQ33100 will not go in normal mode and CFET will not get automatically controlled. This is what we have observed. This is not mentioned clearly in the datasheets.

1) No charge is not automatically turned off at the FC event.
2) To set the LLEN bit you need to issue specific commands to trigger the action 0x0023 specifically. There are also production level commands to test the bit while unsealed
3) When you first power on you do need to apply a voltage to the pack pin to wake the device
