Can this IC be used without the balancing feature? We plan to use it for a 16s system for monitoring and protection only. The balancing will be done elsewhere which is why I would like this IC to ignore the balancing features.

When using the BQ76952 balancing, it knows to mask under-voltage and over-voltage errors during the balancing of a specific cell and the cells adjacent. So if you are controlling the balancing externally it could trigger these protections. However, there are input filter components on the cell measurement inputs, so it depends on the balancing switching. You may want to do sims with the filter components to see what voltages the BQ76952 would observe.
