For BQ25731, I just did some quick tests with the EVM in the lab.
Charge current was clamped to ~384 mA before 3V. From ~3V to ~3.6V, charge current was clamped to 2 A. For > 3.6 V, charge current was determined by the charge current register.
We have the EVM for evaluation if needed.

For 4S, there is a threshold at ~12.3 V. Before ~12.3 V, the charge current will be clamped to ~384 mA. After VBAT rises above 12.3 V, the charger current will be determined by the charge current register.
