The E3 on MC78L08ABDR2G indicates that it contains Sn (tin), the E4 on UA78L08ACDRG4 indicates that it plated a non-Sn plating.
JESD-609: "This standard describes the marking of components and the labeling of their shipping containers to identify their 2nd level terminal finish or material, and applies to components that are intended to be attached to boards or assemblies with solder or mechanical clamping or are press fit."
As for newer part, we certainly have much more modern LDOs (UA78L is several decades old). TPS7A24 or TPS7A49 could be good replacements depending on their exact needs. Below is a quick spec comparison.
