The tab is Vout. This means that you can use the Tab for Vout as it is internally connected. Because the tab has more surface and metal contact, it can be used as thermal dissipation, although, this does not mean that it a thermal pad itself.
You can route the Tab to the Out pin as you would do with other LDO designs with more than one OUT pin. You can also leave the Tab un-connected if you solely want to use the designed VOUT pin, however, if you do so, please make sure you do not connect anything else to the tab.
