This part is still complex to use with so many external components, and it seems necessary to add ~1k Rload to avoid burst mode noise.

My application is 5V to ±12V, <500mA load. More simple is better.

Currently, we do not have any new devices or roadmap to replace TPS65131.

Hello,
To avoid PFM light load ripple, you should tie PSP/PSN input pins to GND. This will completely disable PFM burst operation for the positive rail and it will only operate in the PWM mode. For negative rail, if the load in your application is light, you may need to add an extra load resistor to completely avoid noise due to discontinuous operation of the converter.
