To enable boost mode the host must set the BOOST_CONFIG, which is enabled by default.

Can you explain the situation in more detail? Are you referring to if the charger is in OTG mode and a VBUS of 6V is connected? Or if OTG is enabled while VBUS is present?
Can you explain your test scenario.
