Battery Management Li-Ion with 5V@3A load

Hi,

I'm looking for a Battery Management IC which can charge a Li-Ion battery (multiple cells in parallel or series) and simultaneously provide 5V with up to 3A output.

Preferably it should tolerate an external input voltage 12V-32V and the battery should not discharge when 5V@3A are drawn by a load while external power is supplied.
