TPS61500: PWM dimming - Boost stays on when EN is low - until OVP

I must drive 5 series LEDs pulsed in sync with a camera - 100 usec ON time every 5 msec (200 Hz). I set up the TPS61500EVM by adding an NFET between the LEDs and R8 and removing C7 and it works fine. See first two scope shots.

I made a test PCB with the schematic below, but it doesn't work. The boost converter keeps switching after EN is low, and eventually hits OVP, then stops for a while before restarting. So most of the LED pulses are missed. See the second two scope shots.

I am running the EVM next to my test board, with the same EN signal and VIN to both boards and this result is consistent. Should the switcher run at all when EN is low? What could make it stay on?

EVM works OK. Switcher is only on when EN is high.Top trace is EN. Bottom is SW.

My own board does not work. Switcher stays on when EN is low, until OVP occurs.

I notice on the bad board, DIMC, which is not connected, is pulsing to 1.2V when EN is high. But on the EVM, it stays low. Lower trace is DIMC.
