I changed R10 to 45K (according to SLVA306a doc) , the board starts working with 24V, but the output voltage drops to 9V

The TPS23730EVM-093 is not suitable for a 24V adapter.
First, the transformer must be able to accept 24V (plus variation so probably like 18V), up to 57V. Having a transformer like this requires a change in primary inductance and turns ratios. This thus requires a change in the sense resistor, and potentially some changes in the secondary gate drive circuits.
Additionally the UVLO threshold and APD thresholds will need to change.
We consider this to be a "wide-Vin" design, and although it could be based on TPS23730EVM-093, it would be considered an entirely new design.
