TPS73130-EP: LDO Regulators not providing expected output

I've got TPS73130DBVR on three different PCBs.
Marked T33 purchased from Digikey quantity 10 pieces.

I'm using a 10n C0G capacitor on the NR pin(4).
The ENABLE pin (3) is tied to VIN (1).

I would expect that with no load, the output voltage should be 3.0V (VIN = 3.3V).

But this is what I am getting.

VIN    VOUT    NR
3.28V    0.97V    1.00V
3.30V    2.37V    2.39V
3.23V    1.91V    2.14V (no cap)(3k3 load)

If I add a 10mA load, VOUT drops very low.
There is no oscillation.

I also tried one on a unloaded PCB to confirm this. Same.

I noticed another discussion based on leakage around the output. I have washed the PCBs with little change in result.


I replace one of the PCBs with a TPS79330DBVR 3.0V Marked PGYI.

VIN    VOUT    NR
3.28V    2.45V    2.39V

Add a few milli-amp load and VOUT sinks to below 0.3V.

There is no oscillation.

Why are these LDO regulators unable to provide the expected 3.0V output?
