I can comment that the TPS23751 is not unique, in that the materials used to make this IC are common to all of our IC's. The TPS23751 is RoHS compliant as well.

I can't find information on all 5 TSCA substances. Please can you provide a direct link to cover them?

As an applications engineer, I cover the use of our PoE PD products in applications. I am not sure what "direct link" you are searching for when it comes to materials. I suggest contacting the TI support team or calling the support number to be connected to the best team to answer your question.
