The output i am getting from the power management device is not what is expected. I set up the simulation of the BQ25504 on TINA application from Texas instrument. The output is always less than input voltage. I set the input from the DC source to be 1 V, I am getting 953mV at the output section. I have tried with different voltage level, same lower voltage result at the output section.

How will it actually work like a harvester to obtain a higher voltage output. Your kind response will be appreciated.

    TI no longer supports this model.  That said, I don't see any obvious errors with your schematic.  Is there switching attach at LBST?  If you precharge VSTOR capacitor, does the charger function as expected?

    As for how the IC functions, if VSTOR < 1.9V, a low efficiency charge pump charges up the VSTOR capacitor which is diode connected to the BAT pin capacitor in cold start mode.  After the VSTOR>1.9V, the main boost converter turns on and completes the charge up to the VBAT_OV threshold set by the resistors.  When VSTOR>VBAT_UV threshold, the internal PFET turns on shorting out the diode from VSTOR to VBAT.
