UCC23313: What is the difference between UCC23313 and UCC23313B?

The difference is the undervoltage lock-out (UVLO) thresholds:

UCC23513 is 12V UVLO.

UCC23513B is 8V UVLO.

So, you can most likely use the UCC23513B in your application if you don't mind the lower UVLO level.
