The main difference is TPS53317 Vout range is from 0.6V to 2V, while TPS53317A is from 0.45V to 2V, and the TPS53317A has tighter Fsw variation.
The input voltage for TPS53317A is 0.9 to 6V, and TPS53317 is 1 to 6V.
For new designs, we suggest using TPS53317A, although they are pin to pin compatible.

So it means these are two different chip in die level.
My customer de-cap our devices TPS53317A and TPS53317.
They see the top die layer with same mask in die. does it normally? (Die level)

There are multiple layers to the device. The changes described between the TPS53317 and the TPS53317A are minimal, so these changes may not be present in the top layer.
