Hi,

What is the maximum power dissipation that this device can handle?

    Are you asking about battery stack voltage and maximum pack current? The supply current is small for this device, so it should not normally be dissipating much power. The pack current flows through a sense resistor and the BQ76952 just measures the current across the sense resistor. The sense resistor and protection FETs should be sized according to the maximum expected currents.     Cell balancing can dissipate some power. The BQ769x2 Cell Balancing app note goes into some detail on how to calculate the power dissipation for balancing and how to size the balancing current to stay within the abs max limits of the device. https://www.ti.com/lit/an/sluaa81/sluaa81.pdf
