TPS62865: TPS62865 application question

Hi team,

our customer is now using TPS62865 and they want to know the VSET/MODE pin's logic:

In fixed output voltage applications, connect a resistor between this pin and GND to set the output voltage (see table 8-2). After start-up, connect this pin to a high level to enable forced-PWM operation, or to a low level to enable power-save mode.

as stated in datasheet, the MODE pin should connect to high/low level without a resistor? and if that's the rule, then what the t-startup it is? we didn't see the detail in datasheet.
