we are planning to use TPS23754 for generating dual 12V and 5V from the TPS23754 for POE+ PD 25W design. Please provide me any reference design and pspice modelas for the TPS23754 generating the dual 12V and 5V from the TPS23754 for POE+ PD 25W design.

On the TPS23754 product page (www.ti.com), there are several links to the available EVMs and reference design material. PMP4857 (under the reference design area of the product page) is a dual 12V@1A, 5.25V@4A reference design.

As these designs are very custom, there most likely won't be pspice models for these designs.

Is there any layout guidelines for the PMP4857 reference board. Its working board?

There will be general layout guidelines in the EVM documentation (TPS23754EVM-383 for example) but for these reference designs there is minimal documentation (just BOM, Schematic, and test report). For the reference design, copying the PCB layout/routing in the applicable circuit areas is your best bet. Do you need the PCB design files (gerbers, PCAD2004 layout, or layout PDF files)?
