I read from the schematic that there is a 17 pin EP which doesn't exist on the 16-pin device. Where does it come from and what's the function of it?

From the note, I can see IOUT is set to be 150mA each, right?

17pin(EP) is Thermal Pad.

Yes, It is set to 50 mA per channel and 150 mA for 3 channels.

The output currrnt is correctly set on the schematic. Consider the fault Iout short or open. You can try to measure the output current.

There are two problems giving the current conditions:

1. The Typical Design Guidelines for TPS92630/8-Q1 in Automotive Rear Lamp Applications https://www.ti.com/lit/an/slvaef0/slvaef0.pdf?ts=1616212445963&ref_url=https%253A%252F%252Fwww.ti.com%252Fproduct%252FTPS92630-Q1 recommends using a Zener diode with 4.7 V, 5%
reverse voltage between EN and VIN.

2. Consider if the voltage drop between the VIN and the output is too low. If it is lower than 0.4V, the circuit is likely to be diagnosed as open.
