I checked this on the bench and when the BYP pin is connected to GND the reference voltage cannot get all the way to its target and the output sits at some intermediate value. In my test case I used a 3.3V fixed-output device with VIN = 5V and I measured VOUT = 1.49V. The device is not destroyed in this failure mode - upon removing the short the device works normally.
