VIN min and max are the RMS line voltages you expect to see in your application plus a buffer to accommodate variance. For instance, 85-265V is considered the "universal" line range which covers 100Vac (Japan) to 230Vac (Australia/India) with +/-15% limit variance. If you're designing for a single source only, such as 230Vac, you may use 195Vac - 265Vac (+/-15%) or modify the buffer to accommodate a wider potential variance. Generally, you want your circuit to operate across the expected line variation yet take appropriate measures to an under/over-voltage condition.
