TPS2400: How to clamp 12V/30A(max) supply rail

Hello,

Fujitsu is using 12V/30A(max) DC supply rail.
Since loaded devices absolute maximum input voltage is ~15V, they would like to clamp the 12V rail at 14V maximum. And they are thinking around if they can use TPS2400 to meet their requirements and have the following questions.

Q1:
Does TI think TPS2400 is the best device to meet the requirements?
If not, what else TI device would be the best?

Q2:
They are looking at Figure 2 of slva 163.pdf. What Q1 and Q2 does TI recommend in the figure 2 to meet their requirements?
