LM5146: Request about waveform of CC

Hi

I designed CC circuit as attached SCH.

The CC circuit is not working properly.

When power is applied, it operates like waveform #2  and becomes normal like waveform #1.

However, when the output load is changed, it works like waveform #2 again.

Let me know if you know the solution.
