Is there a voltage inverter IC, 3.3V to -3.3V with >1A output current?

If not, any idea of a circuit to do the job?

Hello Minglai,

I think you are looking for inverting topology design. Example below using the TPS62903. Then you can adjust the Feedback for anything between -0.6 to -5V. Also the TPS6290x comes with 3A, 2A, and 1A spins.
