Vin : 13V
Vout : 1.1V
Iout: 15A~20A

Hi Austin,
The LMZ31530 does not have any inrush current limit as it relates to the current seen by the PVIN or VIN pin. The inrush current will however be limited by the output current limit. During startup, this output current will include the load seen by the device as well as the current required to charge the output capacitors. If the sum of those two currents exceeds the overcurrent protection threshold of the device, then the device will enter overcurrent protection.
The current to charge the output capacitors may be calculated with the following formula

The load seen by the device during startup may depend on the voltage during the soft-start ramp if the load is resistive. If the load is constant current, then I would assume the is load fully enabled once the requisite output voltage level is achieved to supply the load.
