BQ25895: Input Current limit Problem

I have a design with 5-12 VDC input. I am using this input to charge Panasonic, 18650, 3500 mAh battery.

I set charge current to 1.5A as suggested. I disabled INLIM pin and set INLIM current to 2A to get max power from supply.

I set my power supply to 2A max. When input voltage is below 6.4V, charge current has setted around 900 mA. After 6.4V, charge current has set to 1.5A as expected.

I want to charge battery wtih 1.5A whatever input voltage is. (I assumed power supply has enough power)

What I need to do to charge battery always at 1.5A?
