Either combination would be ok, and you are correct that using R1: 4.7kΩ and R2: 1.5kΩ would result in a slightly more accurate output, 0.2% below the target output voltage compared to 0.5% above the target voltage when using R1: 3.57kΩ and R2: 1.15kΩ. However the TPS7A91 is a 1A device and so there could be some I*R drop between the LDO output and the load in the actual system, it depending on the end application it could be better to set the output slightly higher to help offset the voltage drop.
