Hi Guys, How to make the discharge MOS turn off when the DFETOFF pin is floating, and when it is pulled to the GND, the discharge MOS turns on.

You can configure the DFETOFF pin for active-high and active-low configurations in the configuration settings (See Section 13.3.2.10 and Table 13-7 of the TRM)

No, the discharge FET will not turn on, until the DFETOFF pin is de-asserted. However, some charging is still possible as there would be some current flow through the body-diode of the DSG FET. Careful though, as this can overheat the FET.
Typically the BQ76952 has a body-diode protection feature to protect from the FET from heating due to this flow (by turning it ON), however, this protection is disabled when DFETOFF is asserted. So I would not recommend you charge with DFETOFF asserted.
