If you do not intended to use the SHUTDOWN mode, you could have the TS2 pin shorted to VSS to avoid the device from fully going to SHUTDOWN mode. However if SHUTDOWN sequence were to be initiated (and TS2 is shorted to VSS), the device would enter a "soft shutdown", as described in Section 7.5 of the TRM.
If you really want to avoid cell-voltage-based SHUTDOWN, you could leave the default settings. See Section 13.4.1.1 Power:Shutdown:Shutdown Cell Voltage.
However, I would not recommend that you completely avoid SHUTDOWN. It is good to have it set to a cell voltage above ~1-V per cell to avoid damage to the cell.
