Is disconnecting LV and OSC the right way to generate -3.3v?
Also, what will be the current output?

Thanks for reaching out. As you can see from page 9 of the datasheet (https://www.ti.com/lit/ds/symlink/tl7660.pdf?ts=1637679105057&ref_url=https%253A%252F%252Fwww.ti.com%252Fproduct%252FTL7660 ), in your configuration in order to generate -3.3 V you need to tie the LV pin to GND (for operation with Vin above 3.5 V then it needs to be left floating). At page 5, you can find a plot of the output current VS output voltage:
