The issue here is the TS pin is not properly biased. Currently the TS pin is 2.6 V, or 78.79% of VREF. At this voltage the TS pin suspends charge (any % of VREF above 70.8% typical). Please use a thermistor to bias the TS pin correctly for battery temperature sensing, or permanently bias the TS pin in the valid voltage range. Please refer to Section 9.3.18 for more details.
