DC-DC convertor

I would like to design a isolated DC-DC convertor using flyback topology.

Input is 18-30V,  Output: 5V 600mA

Therefore; looking a PWM controller for DC-DC power supply.

Already I have designed a Dc-Dc using UC3845
but not getting better efficiency at low load (5%)

Now, I am looking a device which will give better efficiency at low load & full load. 

I have seen one of the device which controllers the duty cycle as well as frequency also according to load. So is there any device is available in TI family.
