The TPS22920YZPRB device has a backside coat, TPS22920YZPR is not, what effect is the difference between TPS22920YZPRB and TPS22920YZPR ? in design application, can the both be pin2pin instead ?

The devices are pin-for-pin compatible. As The TPS22920YZPx is a DSBGA package it has some sensitivity to flexing. The backside coating essentially adds some protection to flex damage. The devices/pins are functionally and physically the same though.
